when installing minecraft for windows it is stuck on "waiting to install"

i try to install minecraft for windows on the normal launcher and i select the correct file and it stays on "waiting to install". i have deleted and re-installed the launcher and tried to launch it from the xbox app as well as repaired the gaming services files.
