Occasionally the launcher doesn't open

The launcher when opened give an error that says ''no applicable app licenses found'' and doesn't start.

This has happened before at random times even after i playied the game before in the same day.
The only way i ''fixed'' it was by resetting windows store chache while logging out from it and from the xbox app  but the issue returned after a day or so.
