When opening the launcher while an instance is running or if that instance has crashed, the launcher goes in a glitched state

The launcher doesn't seem to open correctly when opening it while a game is running or after that game as crashed.

The video shows how when the launcher opens like this, there isn't a dot below the application icon. In this state, I cannot type anything into the launcher when there is a text field, and clicking anywhere in the launcher doesn't select the launcher app, leading to closing applications I don't mean to close when pressing command + Q.
