Launcher fails to start for multiple Windows users on the same PC

Multiple user accounts on the same Windows 11 PC cannot run the Minecraft Launcher consecutively.

Steps to Reproduce:

1. User #1 logs into Windows, runs the Minecraft Launcher, plays Minecraft.
2. User #1 exits Minecraft and logs out of Windows.
3. User #2 logs into a different Windows account and attempts to run the Minecraft Launcher. The Launcher does not start and gives no error/warning messages to indicate the reason for failure.

This problem can be worked around if User #2 restarts the Windows License Manager service.
