unexpected error when ms-gamingoverlay isn't present

If the user has removed gaming services, the launcher presents an error on startup. The expected behavior would be for the application to check to see that gaming services is installed before attempting to start gaming services.

Steps to reproduce:

1. Uninstall gaming services by running the following command in an elevated powershell environment:

Get-AppxPackage Microsoft.XboxGamingOverlay | Remove-AppxPackage 

2. Start Minecraft Launcher
