Minecraft Launcher app cannot be moved from C: to D: drive with error 0x80073d13

Minecraft Launcher app when moved in Windows settings from current install location (C: drive) to target destination (D: drive) fails with error 0x80073d13 (ERROR_PACKAGE_NOT_SUPPORTED_ON_FILESYSTEM) despite both drives being NTFS (see attached for more details).

Probably related and is potentially the cause of MCL-23892.
