Failed to download file. Exists: Nonexistent. Operation too slow

I first encountered this problem when trying to open the newest snapshot yesterday.

Similar to MC-196409 except with the addition of "Error details: Operation too slow. Less than 30 bytes/sec transferred the last 60 seconds"

Things I have already tried:

• looking through incompatible programs list
• letting minecraft through the firewall
• excluding minecraft from virus and threat
• uninstalling and reinstalling minecraft
• rebooting my router
• deleting mods folder
• reinstalling java
