Regional issue MCL failure to load

I have recently found out after consulting with other players from my Region (Eastern Europe, Romania to be precise) that they are experiencing an issue/bug with the Launcher, not being able to open it, update it or fix it whatsoever. I am creating this Issue report to help Mojang take this into account as soon as possible.
