Launcher fails, unable to play offline - Windows 11 Java

Attempting to launch minecraft while offline, icon flashes but nothing else. 

Steps to Reproduce:
1. Must be offline

2. Use Windows 11 operating system

3. Doubleclick the Minecraft Launcher ICON
