Error 0x1 when opening launcher without internet access

The error is not from starting the game, the launcher doesn't even let me get that far unless I start it with internet access. When I try while connected to my phone's hotspot (as that's all I have at the moment), it runs fine, and it ran fine a day or two ago on Wi-Fi as well.

Online it says that this issue seems to arise from out of date drivers, but I checked all of them, and that wouldn't explain the need for internet anyway.

From what I can tell in the log I provided, it seems to be trying to access some servers to download an update, but if I launch it with internet access to let it perform these updates, then close it and launch it again without internet, it runs into the same issue again, meaning it clearly isn't completing these required updates.

Weirdly though, the provided log noting my OS as being Windows 10 Home, not 11 (and I never had this laptop running Windows 10, it arrived running 11 from day 1)

I don't imagine the game simply can't be played offline anymore, so I decided to report it just in case.

(By the way, my launcher says it's version 1.3.2, but I can't find that version in the list, and it can't be because my launcher is out of date because it has updated in the last couple months at the most, and I never cancel the launcher updates. I just selected the highest version available in the dropdown)
