Quick Play icon tooltips appear below other launcher content

The Bug:

In the Installations and Patch Notes tab, the tooltips for the Quick Play icon appear below other Launcher content.

Steps to Reproduce:

• Open the Launcher in the version stated and enable experimental features.
• Click on the Minecraft: Java Edition tab and make sure there's at least one Quick Play option available.
• Switch to either the Installations or Patch Notes tab.
• Hover over the Quick Play icon and observe the tooltip.

→  Notice that it doesn't appear above everything, but either within or below other launcher content.

Observed Behavior:

The tooltips for the Quick Play icons don't appear above any launcher content.

Expected Behavior:

The tooltips for the Quick Play icons are rendered above any launcher content, so they do not look wonky.
