Minecraft launcher can't finish installing bedrock (error 0x80073d0d)

Launcher for Windows version 10.0 2.5.9

Right now, I can't install Minecraft Bedrock on my PC and I get error 0x80073d0d.  It finishes downloading, then says quickly "Finalizing" then "Error".

At some point, this PC had it installed on a D:\>, but I removed that drive.  

I tried repairing and resetting Minecraft Launcher, Xbox app, Microsoft Store.

 

What I expected to happen was...:
Bedrock can be installed

What actually happened was...:
Bedrock cannot be installed

Steps to Reproduce:
1. play game from D drive

2. Install a new C:\ drive, taking the old C:\ drive as backup, and leave out old D:\ drive
3. Minecraft Launcher is confused

4. Try uninstall/reinstall all Minecraft apps including launcher

5. Launcher still can't install Bedrock.  The "Preview" version can install fine.
