Can't save skin+the part where it's supposed to show your current skin it won't load

Whenever I go to the skin section in the Minecraft Launcher and select a custom skin with the migrator cape it doesn't let me save the skin.  And when I play on the Hypixel server all the custom textures, skulls, and skins are Steves.  I've tried redownloading Minecraft, the Minecraft Launcher, and deleting all the folders in skins folder (because my friend told me to clear the cache incase it was overloaded).  I'm not sure if the issue from the launcher and the issue in game are involved with each other.
