Minecraft Launcher has extremely slow download speed

I am trying to download Minecraft using Minecraft Launcher. Even tough I have network connection speed around 70-75mbps, launcher does not using it. It has speed around 500kbps to 1mbps which is very low. I checked my network connection with various resources to confirm that I have no connection issues. I also have very capable system for minecraft and also checked task manager to see if it writes to disk at the same time it downloads to see if it stops because installation but there's no problem about that too. I tried different solutions such as restarting pc and network connection, reinstalling game, clearing webcaches, reparing minecraft launcher and xbox but none of them worked. This network problem is also seen in game too. When I try to play in the multiplayer servers I have a huge latency problem bc minecraft does not using network. I hope that there is a solution for this. Please help.
