Minecraft Launcher refuses to install

So the Minecraft Launcher just wouldn't open for whatever reason, I restarted, that didn't work. So I decided to uninstall the launcher and tried to reinstall it, now it won't even let me reinstall it. I tried to restart my computer that didn't work, I tried to sign out and sign in from the microsoft store, that didn't work either. I even deleted the .minecraft folder and the "Minecraft Launcher" folder from my Xbox folder, and it still didn't work.

I downloaded the MinecraftInstaller file from minecraft.net, I tried installing the Launcher from the Xbox app, I uninstalled the Xbox app and then reinstalled to see if the Launcher would install, and nothing worked. I checked for updates in my windows settings and it said that it was up to date, I tried cleaning up my computer and error checked my Local Disk if there were any corrupted files in the drive. The results gave me that there were no errors found in the C drive but still when I tried to install the Minecraft Launcher it made no difference whatsoever.

No matter what I do, I can never get the launcher to install.

Update to this issue: So I used the OPowershell command thing, and I restarted my computer after that, but when I tried to install the Minecraft Launcher again that did not work either.
