Unable to install Minecraft

While installing Minecraft, an error code pops up. As seen in the screen shots. I have spoken to Minecraft Expert Support, and even with all their ideas I was unable to fix this problem. It seems to be an issue with the permissions of Minecraft. Though to the best of my ability even will all the help I still have come out empty handed. It could also be a problem with my PC or Windows Account. However I just don't have the expertise to figure it out.
