The Minecraft launcher keeps downloading files to my desktop for no reason

So, when I open the Minecraft launcher, It keeps showing a looking for updates bar and then downloads the files directly onto my desktop even though the required files are in my programs folder in my C: drive. I don't know if this is a problem with the launcher or something on my computer. I use a windows 10 operating system. this still exists after a uninstall and download of the launcher
