Minecraft for Windows stuck on "Waiting on Install"

I have tried many of the suggested solution I've found online including.

 

Updating Windows

Updating Windows Store

Downloading the Xbox App

Updating the Xbox App

Signing out of Windows, Windows Store, Xbox App

Enabling Client License Service

Making sure I'm Signed into the correct account on all previously mentioned apps and the Launcher itself

Yes I have storage space, 303 GB of free space

I have tried downloading (and uninstalling before each new installation.) from the Xbox App, Microsoft Store, the .exe from the Official Minecraft Website. All have the same issue.

Yes, I did restart the computer. Even turned it off and back on again.

Turning off my Firewall completely.

Making sure the Firewall allows the Minecraft Launcher to pass.

Making sure Time & Date update automatically.

I've also tried letting the "Waiting on Install" to go uninterrupted for 3hours straight. No progress is being made.

 

The Java version installs without issue, takes about 10 seconds to. My computer and internet are pretty speedy, so I doubt it's an issue there.

 

I'm exhausted, trying to find a solution for a few days and trying and re-trying everything suggested.

 

Let me apologize to you, employee of Microsoft. If they can't even make the process of downloading a video game a non-issue then it must be rough working for them. I do not envy you.
