Couldn't run launcher core

Couldn't run launcher core from "c:\users\xxxxxxxx" LoadErrorNotPresent.

Have tried reinstalling launcher, both from xbox / ms store / minecraft website. same issue.

Did discover, if i reinstall my old nic, this problem seems to go away?????

Not sure why whether the launcher is running on one nic vs another makes a difference.

this has been an issue since migrating over to ms account.
