this issues in on official minecraft launcher that say error: Launching the game failed!

step to reproduce:

1. open minecraft launcher
2. select version then press play
3. launcher say error: Launching the game failed!

Unable to locate game files.
Error details: 0x00000000 - system: unknown error
Filename on disk: 1.19.3.jar
