Launcher stuck on waiting on install

I bought minecraft for christmas so I could play online with my kids and it is stuck on the 'waiting for install'

 

I have tried every thing in this thread MCL-21596 but nothing has worked.

I tried to install it from the Xbox app and I get an error code 0x8000000b 

Java version has installed but the bedrock wont and thats the version I need to play online with  my kids.
