Doesn't load and error message

every time I load minecraft, this error apear, I'm connected to the internet, so this isn't the problem ether, so what can I do? (the minecraft installer do the same thing)

when I click on ok it show this :

so the minecraft launcher and installer do it, so I can't reinstall it, what can i do?
