launcher wont let me install Mincraft windows

when I tried to install minecraft windows , the "install" button would turn into "play" but it will be stuck like that without installing anything, I tried to wait it out for 3 hours thinking it may be installed but it didn't, the "play" button cannot be click and restarting my pc doesn't help either. closing the launcher and open it again would only revert the "play" button into "install" and if i click it, it would do exactly the same as before.
