Minecraft for Windows won't install

Minecraft for Windows won't install for a child account user (these are the accounts which are time-managed by Windows, via the Family Safety mobile app). When I click the the Install button in the launcher, it always downloads 130kB of data and then stops at 130kB/130kB. Cancelling the installation and restarting it makes the download progress bar increase by 130kB each time, so it gets to e.g. 260kB/260kB and so on.

 

I've installed Minecraft for Windows on a parent & administrator account on the same computer using the child's Microsoft account as the Minecraft login, which works and I can run the game. Perhaps there's some kind of permissions setting I've missed on the child account?

 

I'm using version 2.3.240 of the Launcher from the MS store. On the child account, I've tried logging into the MS store using both the same (child's ) account as the Launcher login, as well as a trying a parent's account in the store. I've tried signing out and in again for both the MS store and the Launcher. There is enough free space to install the game, and I don't have any of the incompatible software installed from the list, not am I using a VPN.
