Pressing "Install" for windows bedrock edition gives me a greyed out "Play" button

When I press install windows 10 edition, the button turns to "play" but is impossible to interact with. restarting the launcher allows me to attempt to start an installation again, I never receive any error message. 

Things I've tried:

• Restarting Launcher
• Launching in Administrator
• Restarting windows
• Updating Windows
• Uninstalling Minecraft
• removing all Minecraft related files from my pc
• resetting store cache
• logging in and out of windows store
