When trying to open 1.19 java an error occours

Once I try to start minecraft 1.19 or even a 1.19 snapshot , it does not load and it says that the error has occourred here :
\LocalCache\Local\runtime\java-runtime-gamma\windows-x64\java-runtime-gamma\bin\splashscreen.dll
once that happens I try to see where this file is and I see that the file has 0kb, I try to replace it but it still says that IT CANNOT DECOMPRESS that file

What I expected to happen was...:
minecraft 1.19 would open as any other version does

Steps to Reproduce:
1. open launcher
2. set version 1.19
3. click play
