Unable to update native launcher

This is a FRESH download of the minecraftinstaller.exe from the minecraft website and the microsoft store. I do not have the launcher installed, it does not install. I run the minecraftinstaller.exe file and it runs for a few minutes before it says "unable to update native launcher" the launcher_log.txt is enclosed and it is the only file in the .minecraft folder
