Minecraft Launcher crashes when trying to upload new skin file

Clicking on Browse (Skin File) in the New Skin section of the Skins tab does not open up a file explorer and instead crashes the launcher. Report is private as launcher_log contains IP. Please let me know if there's any more info needed
