Launcher Takes 30 Minutes to Boot Up

The Launcher take around 30 minutes to boot up after clicking the button. Running with admin or not doesn't affect its speed. Using task manager, there are two tasks running under Minecraft Launcher after clicking. After the launcher boots up (the screen pops up), there are five tasks running. When turning off WiFi and running the launcher, the launcher boots up in less than 15 seconds.

I don't know why this was happenning, but looking back on previous reports, is it because the launcher is downloading things over and over? This only happened with the new Microsoft Store launcher as far as I know.
