Old mojang user getting error code: 0x803F8001

Recently migrated my account to microsoft. Just downloaded the mincraft launcher: java edition but get the error seen below when trying to launch. The computer has been recently reset. What are the driver requirements? 

 

Minecraft Launcher is currently not available in your account. Make sure you are signed in to the Store and try again. Here's the error code, in case you need it: 0x803F8001
