cant even get into the game

I dont know if this is the correct "affects version" selection, but heres whats going on.

I went to this site https://www.minecraft.net/en-us/store/minecraft-java-edition

paid for and downloaded java edition.

went through the installation process

when i go to launch the "minecraft launcher" I get this error message:

"Minecraft Launcher is currently not available in your account. Make sure you are signed in to the Store and try again. Here's the error code, in case you need it: 0x803F8001"

sign into the store, no luck, tells me im not connected to the internet which isnt true. \

Tried reinstalling no luck, now just completely broken. Haven't played the game in ten years and was wanting to jump back in for a bit, now I have no game and minus $40.
