error message when launching new launcher

When launching new minecraft launcher, i get error message "No Applicable app licenses found"

 

i have confirmed with Microsoft that my account does indeed own the game

 

When i try to install Mincraft for windows 10, The installer successfully downloads, but i cannot download the mincraft game itself, nor can i launch the new Minecraft launcher to try and download it through the new launcher. I also cannot access the game from the old launcher either now.
