Unable to save skin

Everywhere's saying it's "been resolved" but I've been dealing with this for a year! 
I've tried logging out and logging back in, repairing it, uninstalling and reinstalling, using beta versions of the launchers and non of its working and don't say "just go to minecraft website" it's annoying having to do that everytime I want to change skin or cape
