Minecraft Launcher is not installing correctly and refuses to run

This issue started about a week ago, where the launcher suddenly refused to work. When I double-click the exe, nothing happens, no error messages pop up, and no Minecraft-related processes are running on Task Manager. I have tried about every possible fix, from re-installing the game, re-installing Java to messing around with firewall settings. Eventually, even the installer started to have issues as it now only installs the .exe for the launcher, no .minecraft folder is created, and no other file is inside the Launcher's folder. Because of that, I don't have a log for the issue in hand.

 

I'd appreciate if someone could just send me an alternative installer for the Minecraft Launcher, or at least a way to better pinpoint what's causing the issue.
