CAN'T MAKE NEW INSTALLATION!

I CAN'T MAKE A NEW INSTALLATION! when i want to make a new installation but the NEW logo is gone sooo i try to find it but no where to found so i go to "minecraft help center (i think)" and search "how to make a new installation?" i look at the the tip (i think) they said "click the new button" when i look at it THERE WAS NOTHING THERE . so plz FIX DIS!
