Newly installed launcher has no installations and cannot make new ones (Java Windows 10)

I seemingly successfully installed the launcher on a new device and logged in using my Mojang account. The "Play" tab in the launcher gave an error shown in a screenshot below, and the "Installations" tab had no installations and no option to create new ones. I included the launcher logs that I could find.
