Minecraft launcher won't let me in!

 I would like to inform you that NO matter how many times I try to redownload it always goes back to the same screen but what  it says is " Minecraft Launcher 1.16.93" Am I on the right version? If not please help get on the right one either way if i erase it from the control panel. So please tell me how do I get the latest Minecraft launcher?
 
What I see- prob 1 I see this for a few seconds then it goes into the login.
