Scrollable region in game output window does not match the size of the window.

When launching Java Edition v1.16.5, with Game Output window enabled (and left open), the area for the log output is restricted, and does not match the window size. Resizing the window has no effect.

Possibly reported in bug 222658 but report was closed as incomplete. It was also in MC instead of MCL. MC-222658
