Minecraft Launcher problem

Hello. I open the Minecraft Launcher, and every time I click the Microsoft login, I get this page. It says you haven't started migrating to Microsoft accounts yet. Might that be why? I've had to try multiple times over the past few days to simply open the "create account" page on your website. Are you in the middle of some sort of transition that doesn't allow new accounts to be created?
