The windows Installer is not opening

The download of the installer went well but when I try to install it, the system show an error alert with this content:

<<This installation package could not be opened. Verify that the package exists and that you can access it, or contact the pplication vendorto verify that this is a valid Windows Installer package.>>

just like you can see in the attached image.

My operating system is:

Windows 8.1 Enterprise 64 bit

The hardware:

    Intel i7 

    16 Gb ram
