Downloading Resources is throttled

The downloads are throttled at the moment, please be patient...

What I expected to happen was...:
All Resources should downloaded Completely with E-Tag matched

What actually happened was...:
Some Resources like Musics usually downloads incompletely like one of this error:

But Minecraft still runs Perfectly but some musics won't play, that's all.

Steps to Reproduce:
Just Let the Launcher downloads resources (I do have a bit slow on connection).
