Minecraft Launcher Update Failure

"A new Launcher update is ready. Restart the Launcher to use the latest version." continues to pop up but nothing I do fixes it. I'm stuck on 2.2.2311. I also think it's causing my modded 1.16.5 installation to crash whenever OptiFine_1.16.5_HD_U_G7 is in the mods folder.
