Launcher Not able to duplicate or save new skin files.

Unable to save or duplicate skin. Tried deleting pre-existing skins, clearing launcher settings, and even redownloading Minecraft did not fix the issue. I can still use the existing skins just cannot save any new skins in the launcher or even save a default steve skin.
