it fails to start more than one session of MC Java because of "can't delete 'versig.jar'"

This problem effects every installation of MC Java on my PC and started some weeks ago.

The first minecraft instance starts normally but the second one fails to start because the file "versig.jar" is in use and can not be deleted.

I tried to delete that file manually but windows wouldn't let me cuz "it's in use".
I even completely uninstalled MC multiple times but even with a fresh installation this error shows up.
