Launcher stuck on finalising

First, the launcher takes around 25 minutes to attempt a download of 40mb of files. Then, it freezes upon finalisation. I kept the launcher up post-freezing for about another 20 minutes. I'm not sure why this is happening, as it's never happened before. I've tried rebooting the computer, reinstalling launcher and deleting the Minecraft folder, but none of these worked.
