launcher stuck on one place

whenever i try opening minecraft, the launcher progress bar is stuck on "preparing" or "downloading" but it never gets past a certain point, it just gets stuck and stays at the same point for very long.

it gets stuck on preparing for a while, and then when it's "downloading" it gets stuck at the same place and the number also does not get past a certain point even after waiting for a long time. (been waiting since maybe 7 mins ago)

i have tried other versions as well, 1.16.4, 1.8.9, but they are all stuck
