Launcher gives error message: LoadLibrary failed with error 87:The parameter is incorrect

I expected the launcher to bring up the MC executable application.
What I got instead was the error message.
I believe it has something to do with Java, but not certain.
It was running the day before this error occurred and the only thing that changed on my system was a java update.
