Connection Error

So I keep getting this error message
io.netty.channel.abstractchannel$annotatedconnectexception.
I have tried to fix the issue multiple times and even with Mojangs recommendations on how to fix it, but nothing worked.
I deleted the files as well as Java in the file explorer, as well as in %appdata%, and tried to reinstall it, but I always get this error message.
I run Minecraft Java on Win10, if anyone has a solution just let me know please, it would be very much appreciated.
