stays on red loading screen

I've been having this problem for months and months now, when I open any version of Minecraft java edition newer than 1.13 it stays on the loading screen and stops responding. I've had one of my smart friends look at it and he couldn't figure out the problem either... I'm sure this problem is fixable but I don't know how to fix it...
