NTUSER.DAT affecting installation

For some reason, the NTUSER.DAT file has been interfering with Minecraft as a whole. Tried Uninstalling it, kept getting an" Another application has exclusive access to User/NTUSER.DAT file" message (literally nothing else was open), I deleted the. Minecraft folder and downloaded the Minecraft Installer.exe application to reinstall it to see if that would work, and the same thing happens even when I try to reinstall it. I'm at a complete loss of what to do. I'm not tech-savvy at all and Google didn't have answers, so here I am.
